Do negotiaition doents prior to a contract agreement form an integral part legally?

like in case of an agreement for consultancy services with a consortium headed by a foreign with a govt where negotiations held formed basis for entering into contract agreement, do the negotiation minutes are legally valid during execution of the consultancy project, if so the authority therefor?
