Can my fiance adopt my daughter?

my fiance and i are to be married in a couple of weeks. my daughter will be 3 this july and he wants to adopt her after we get married. her bio father has never been in her life. he left me when he found of i was pregnant. he is not on her birth certificate. my question is could my future husband adopt my daughter without getting her bio father consent? if he is not claimed on her birth certificate as her dad doest it really matter? we live in PA. oh and my other question was can my husband be put on her birth certificate as her dad or just adopt her? thanks
